IN HB1334

Establishes the Indiana-Kentucky transborder groundwater authority to study ownership rights in shared groundwater resources and explore entering an interstate compact with Kentucky regarding the Silurian-Devonian, Mississippian, and Pennsylvanian aquifers underlying southern Indiana and northern Kentucky.

Allows counties bordering the Ohio River or bordering another county that borders the Ohio River to elect participation in the authority through their county executives.

Authority membership includes municipal executives from second class cities, county executive members, county health officers, soil and water conservation district board members appointed by the governor, and the director of the department of natural resources.

Permits the authority to receive grants and appropriations from federal, state, local, and private sources, with participating counties apportioning budget contributions based on county area relative to all participating counties.

The authority expires on July 1, 2020, with an effective date of July 1, 2015; the state board of accounts shall audit the authority's accounts, records, and books.
