HB 1433 Summary

• Allows executives and fiscal body members of cities, towns, and townships to serve as volunteer firefighters for fire departments that provide protection services to their units, under contract or as the unit's own fire department.

• Requires county fiscal bodies to adopt final budgets and tax levies for units where the executive or fiscal body member serves as a volunteer firefighter, with authority to reduce or modify but not increase proposed amounts.

• Continues the most recent annual appropriations and tax levies for the ensuing budget year if a unit fails to submit its budget to the county fiscal body by the required deadline.

• Prohibits county fiscal body members who serve as volunteer firefighters in the same fire department from voting on budget and tax levy adoption for units with conflicting volunteer firefighter officials.

• Prevents adoption of unit budgets if a majority of county fiscal body members voting on the budget are volunteer firefighters serving in the same fire department as the unit's executive or fiscal body member.

• Effective July 1, 2015.
