Requires the legislative council to establish and administer a drug testing program for all Indiana legislators serving on or after June 30, 2015.

Members may consent to random drug testing, with 50% of consenting members randomly tested during each regular legislative session; members can also be tested based on reasonable suspicion of illegal controlled substance use.

Members who refuse to consent to random drug testing lose privileges including partisan staff, franked mail, reserved parking, office space, and electronic devices.

Members must submit to drug tests within 12 hours of notification and pay all testing costs; tests must be performed by SAMHSA-certified laboratories.

Members who refuse testing, fail to test within the required timeframe, test positive, or refuse to pay are subject to penalties under the state constitution or chamber rules and lose all member privileges; public lists of all tested members and results must be made available.
