IN HB1550

Establishes the Indiana Highway Work Zone Solidarity Fund within the state treasury to pay benefits to highway workers injured or killed while on duty in covered highway work zones, effective July 1, 2015.

Provides a $100,000 death benefit payable to surviving spouses or dependent children of highway workers who die from job-related injuries or illness in work zones (does not apply to workers eligible for IC 5-10-11 benefits).

Provides injured highway workers with 25% supplemental benefits equal to their workers' compensation under Indiana law or another state's system, paid on the same schedule and duration as workers' compensation.

Fund sources include general assembly appropriations, judgments from worksite speed limit violations, federal distributions, gifts, and investment returns; money does not revert to the general fund annually.

Modifies IC 9-21-5-11 to redirect fines from worksite speed limit violations to the solidarity fund instead of paying for off-duty police officers, with escalating penalties: $300 (first offense), $500 (one prior offense in 3 years), and $1,000 (two or more prior offenses in 3 years).
