Urges the legislative council to assign an appropriate study committee to review debt service of fire protection territories in Indiana.

Study should examine whether fire protection territories and fire protection districts should be offered as separate options for interlocal cooperation in providing fire protection services.

Committee should consider adjusting tax levies for participating units and whether different tax rates for fire protection services should apply to different participating units within a territory.

Committee must evaluate population changes, assessed property valuation changes, cost of providing fire service to each unit, comparisons to other jurisdictions, previous tax rates and levies, and future fire service needs and expenses.

Committee shall discuss all considered factors with each participating unit in the territory.
