SB 11 Summary

• Establishes requirements for estimated utility bills issued by Indiana utilities for electric, gas, water, and wastewater service for bills issued after June 30, 2015.

• Utilities may only issue estimated bills for good cause, including customer request, inclement weather, labor disputes, inaccessible meters (after reasonable attempt to read), or other circumstances beyond the utility's control.

• Estimated bills must be clearly marked as estimated and calculated based on the customer's prior-year consumption during the corresponding billing period, or if unavailable, the average of the three most recent billing periods in the preceding 12 months.

• Utilities must perform reconciliation of estimated bills and implement refunds, credits, or surcharges to account for differences between estimated and actual consumption.

• Does not affect utility programs that average bills over extended periods with account balancing, or utility duties under existing law or commission rules.
