Senate Bill 48 Summary

• Requires persons applying after December 31, 2015, for an Indiana handgun license to first complete an 8-hour handgun safety and training program

• Training program must be certified by a national or state firearms training organization, with instruction from a certified instructor qualified to teach the 8-hour program

• Program must include at least 5 hours of classroom instruction covering safe storage and handling, ammunition knowledge, firing positions, firearms law and civil liability, avoiding criminal attack, and Indiana concealed carry laws

• Program must include at least 3 hours of firing range instruction requiring the firing of at least 45 rounds of ammunition

• Applicants must submit a certificate of completion signed by the instructor as part of their handgun license application; falsely granting completion certificates constitutes a Level 6 felony
