Summary of SB0117

• Bureau of Motor Vehicles shall issue commercial identification cards without a photograph for limited commercial transactions, including medical prescriptions, farm chemical purchases, banking, employment applications, check cashing, retail transactions, watercraft operation, vaccinations, property transactions, alcohol purchases, and blood donation.

• Commercial identification cards must be the same dimensions as driver's licenses but have distinguishing markings, contain the holder's name, address, date of birth, signature, and other identification information, but explicitly may not bear a photograph on the front side.

• Applications for commercial identification cards must include a digital photograph of the applicant (kept confidential), valid Social Security number or verification of ineligibility, and for applicants claiming religious objections to photography, a sworn statement and clergy documentation.

• Commercial identification cards expire six years after issuance, cost $11.50 for issuance, renewal, amendment, or replacement, and may not be used to identify someone as a motor vehicle operator or accepted by federal agencies for federal identification purposes.

• Fraudulent use or forgery of commercial identification cards constitutes a Class B misdemeanor; false application information constitutes a Level 6 felony; retailers accepting cards in good faith are granted civil liability immunity except for gross misconduct.
