Establishes a 9-member redistricting commission appointed by legislative leaders (2 members each from House speaker, House minority leader, Senate president pro tempore, and Senate minority leader, plus 1 chair elected by the 8 appointed members) to create and recommend district plans for state legislative and congressional districts.

Requires the commission to hold public hearings in at least three regions (Northern, Central, and Southern Indiana) by July 31 and submit recommendations to the general assembly by September 1 of a redistricting year, with the legislative services agency providing staff and administrative support.

Mandates the general assembly enact redistricting bills for House and Senate districts before October 1 of a redistricting year; the commission's congressional district plan becomes law automatically unless the general assembly enacts a different plan.

Establishes redistricting standards requiring 100 House districts, 50 Senate districts, population-based apportionment with no more than 1% deviation from ideal district population, contiguous and compact districts, and consideration of minority rights, traditional neighborhoods, and political subdivision boundaries.

Makes the new procedures effective July 1, 2015, applying to district establishments required after June 30, 2015, and repeals prior congressional redistricting law.
