Establishes the Clark County Leadership Commission to study tax increment financing districts, their structure, operations, and impacts on county and municipal governments, schools, libraries, public safety, and fire protection districts.

Commission must study Clark County's overall tax structure and make recommendations to stabilize fiscal circumstances for all local governmental units, and assess public services and infrastructure needs for potential population growth.

Commission membership includes representatives from Clark County and each incorporated city and town fiscal body, each school corporation, River Ridge Commerce Center, One Southern Indiana, the Clark County Sheriff, and Clark County Fire Chiefs Association, with president appointed by governor and vice-chair by speaker of the house.

Commission must submit a written report of findings and recommendations to the legislative council before December 1, 2015, and present the report at a public meeting within 30 days of submission; commission expires May 1, 2016.

Redevelopment commissions and other entities with existing tax increment financing districts must reimburse commission expenses proportionate to their incremental property tax revenue.
