Creates a state seal of biliteracy to recognize public high school graduates demonstrating high proficiency in English and at least one additional language (modern languages, Latin, American Sign Language, Native American languages, or native languages).

Establishes the seal's purposes including encouraging language study, certifying biliteracy attainment, providing employers and colleges with credential recognition, and strengthening community diversity and intergroup relationships.

Requires the state board of education to establish criteria for earning the seal (including required English and foreign language credits and proficiency assessments) and direct the department of education to provide mechanisms for designating the seal on diplomas and transcripts.

Requires participating school corporations and charter schools to maintain records of students earning seals and make appropriate designations on diplomas and transcripts, with participation remaining optional.

Prohibits charging students a fee to receive the seal, though students may be required to pay fees for language proficiency assessments or standardized tests to demonstrate competency; effective July 1, 2015.
