Urges the legislative council to assign a study committee during the 2015 legislative interim to examine public records requests for police body camera video.

Directs the study committee to examine whether additional exemptions are needed under Indiana's open records law (IC 5-14-3) to protect private information captured on body cameras, including interiors of private homes, medical information, juveniles, witnesses, and victims.

Requires the study committee to consider restricting the scope and size of public records requests, limiting which persons and agencies may obtain body camera video, and restricting the purposes for which the video may be used.

Mandates that any assigned committee issue a final report to the legislative council by November 1, 2015, containing findings, recommendations, and any proposed legislation.

Section expires December 31, 2015, and an emergency is declared for the act.
