Senate Enrolled Act 474 - Water Utility Analysis

• Indiana Finance Authority must conduct a survey and prepare an analysis of planning and long-range needs for water utilities serving the 15 most populous Indiana cities (based on 2010 census) and 5 small water utilities with fewer than 10,000 customers selected by the authority.

• Authority shall gather information on each utility's plans for water resource access, fiscal sustainability including ratepayer protection, and regional cooperation, and must consult with the surveyed utilities and Indiana Utility Regulatory Commission.

• Authority may contract with professionals or state educational institutions to perform survey and analysis duties, compensating them with funds from the drinking water revolving loan fund or other appropriated funds.

• Authority must use aggregated data protecting individual utilities' confidential information and submit the completed analysis to the legislative council by November 1, 2015, in electronic format, replacing the commission's normally required annual report.

• For calendar year 2015, the Indiana Utility Regulatory Commission is exempt from making recommendations and submitting reports to the legislative council and interim study committee on energy, utilities, and telecommunications; Section 1 expires January 1, 2016.
