Imposes an annual $250 fee on advanced technology vehicles registered in Indiana, effective July 1, 2015, for registrations occurring after December 31, 2015.

Defines "advanced technology vehicle" as vehicles combining new engine, power, or drivetrain systems to significantly improve fuel economy, including electric vehicles, hydrogen fuel cell vehicles, and plug-in hybrid vehicles.

Reduces the fee proportionately on a monthly basis for vehicles newly converted, purchased, or registered in Indiana during a calendar month following the owner's annual registration date.

Allows refunds of fees paid if an advanced technology vehicle is sold or destroyed before the registration year elapses, calculated by multiplying the fee paid by a fraction representing remaining months until reregistration (rounded upward).

Requires the bureau to deposit all collected fees into the motor vehicle highway account and permits acceptance of Department of State Revenue vouchers as payment for vehicles subject to the International Registration Plan.
