Memorializes Father Theodore M. Hesburgh, President Emeritus of the University of Notre Dame, for his commitment to the university and contributions to higher education, the Catholic Church, and national and international affairs

Recognizes Hesburgh's 35-year presidency of Notre Dame from 1952-1987, during which he transformed the institution and implemented major reforms including transferring governance to a mixed lay and religious board in 1967 and admitting women to the undergraduate program in 1972

Honors Hesburgh's public service through sixteen presidential appointments involving civil rights, atomic energy, Vietnam draft policy, Third World development, and immigration reform, including his chairmanship of the U.S. Commission on Civil Rights from 1969-1972

Acknowledges his Vatican roles, including service as a permanent representative to the International Atomic Energy Agency in Vienna from 1956-1970, and his establishment of international institutes at Notre Dame for peace and international studies

Directs the Secretary of the Senate to transmit a copy of the resolution to Reverend John I. Jenkins, President of the University of Notre Dame
