Memorializes United States Army Sergeant Jarrod W. Black, a resident of Peru, Indiana, who served from 1999 to 2003.

Sergeant Black was deployed to Iraq in September 2003 as a member of the 1st Battalion, 34th Armor Regiment for Operation Iraqi Freedom.

Sergeant Black died on December 12, 2003, from injuries sustained when his convoy was struck by an improvised explosive device outside Baghdad and his tanker exploded.

Sergeant Black voluntarily assumed the position of gunner despite the greater personal danger, departing from the standard practice of having sergeants ride inside vehicles.

Secretary of the Senate is directed to transmit copies of the resolution to Sergeant Black's family members: father Bill Black, mother Jane Black, sons Jacob and Jason Black, and daughter Sheridan Black.
