Congratulates David C. Mitchell for sixty years of service with the Rotary Club across multiple locations including Oruro, Bolivia; San Salvador, El Salvador; Montreal, Quebec; La Paz, Bolivia; Cincinnati, Ohio; and Terre Haute, Indiana.

Recognizes Mitchell's distinguished career as an electrical engineer, including work with Detroit Edison Company and Westinghouse Atomic Power Division before managing private electric power companies in Central and South America.

Notes Mitchell's retirement as Chairman of the Board of the Bolivian Power Company in 1988 and his service on the Board of Trustees at Rose-Hulman Institute of Technology since receiving an Honorary Doctorate in 1983.

Acknowledges Mitchell's additional community service as Honorary Consul for Bolivia in Montreal (1975-1977) and Cincinnati (1983-2001), member of the Service Corps of Retired Executives, and President of the Terre Haute Symphony Orchestra.

Directs the Secretary of the Senate to transmit a copy of the resolution to David C. Mitchell.
