AI Summary

  • Amends Indiana Code concerning education performance grants and teacher evaluations effective July 1, 2015 (retroactive).

  • For fiscal year 2015-2016, school corporations receive performance grants based on the higher of either 2013-2014 or 2014-2015 ISTEP passing score percentages, with grant amounts capped at the prior year's award.

  • Performance grants must be distributed to school corporations by December 5 and allocated as cash stipends to teachers rated effective or highly effective, with distributions completed by January 31.

  • Prohibits use of 2014-2015 ISTEP test scores in certificated employee performance evaluations unless such use would improve the employee's rating; requires proportionate reallocation of other evaluation measures if ISTEP data is excluded.

  • Establishes grant qualification thresholds based on test passage rates (75-90% or 90%+) and graduation rates (75-90% or 90%+), with payment amounts ranging from $23.50 to $1,000 per student; expires June 30, 2017.
