HB 1114 Summary

• Replaces the ISTEP (Indiana Statewide Testing for Educational Progress) program with the ISAT (Indiana Student Achievement Testing) program for school years beginning after June 30, 2017.

• Designates the Indiana Department of Education as responsible for developing, implementing, and monitoring the ISAT program, which may use one or more nationally recognized and norm-referenced assessment tests.

• ISAT program tests administered in English/language arts, mathematics, science, and social studies at grade levels determined by the state board, with graduation examinations required in grade 10 or 11.

• Establishes requirements for test administration, scoring, reporting, parent/teacher conferences, and student access to test materials and scoring rubrics, with provisions for student rescoring requests.

• Maintains existing accountability measures, remediation requirements, school accreditation standards, and performance-based funding mechanisms while transitioning from ISTEP to ISAT assessments.
