Amends IC 20-28-9-1.5 to allow school corporations to provide salary increases or increments to teachers who attain a master's or doctorate degree, effective July 1, 2016.

Permits supplemental payments to teachers with master's degrees in content areas related to dual credit courses or other courses they teach, in addition to salary range increases.

Allows elementary school teachers with master's degrees in math or reading and literacy to receive supplemental payments.

Requires salary increases and increments to be based on a combination of factors: years of experience and additional bachelor degrees (up to 33%), evaluation results, attainment of master's or doctorate degrees, instructional leadership roles, and academic student needs.

Salary supplements are not subject to collective bargaining but require discussion; teachers rated ineffective or in need of improvement cannot receive raises or increments for the following year.
