Requires the legislative council to establish and administer a drug testing program for all members of the Indiana General Assembly serving on or after June 30, 2016.

Members may consent to random drug testing by signing a consent form; 50% of consenting members will be randomly tested during each regular legislative session.

Members who refuse to consent to random testing lose privileges including partisan staff, franked mail, reserved parking, office space, and electronic devices.

The Speaker of the House and President Pro Tempore of the Senate may require drug testing based on reasonable suspicion, including when a member has been convicted of a crime or charged with a controlled substance offense.

Members must submit to tests within 12 hours of notification, pay their own testing costs, and must use SAMHSA-certified laboratories; public lists will be made available showing who consents, refuses consent, tests positive, and tests negative.
