HB 1345 Summary

• Requires law enforcement training on disproportionate minority contact and cultural diversity awareness, including understanding of cultural issues related to race, religion, gender, age, domestic violence, national origin, and physical and mental disabilities.

• Mandates that certain law enforcement training on interactions with persons with autism, mental illness, addictive disorders, intellectual disabilities, and developmental disabilities be provided by licensed psychologists or social workers approved by the secretary of family and social services.

• Requires human and sexual trafficking training to include identification of sexual exploitation of children, communicating with traumatized persons, therapeutically appropriate investigative techniques, victim rights, and community resources.

• Establishes mandatory youth development training covering normative and traumatized brain development, cultural influences on youth, age-appropriate interactions, conflict resolution, deescalation techniques, and alternatives to arrest for all law enforcement officers and school resource officers.

• Requires two hours of refresher training on youth-related topics in mandatory inservice training and adds training on interacting with youth to the town marshal basic training program; effective July 1, 2016.
