Department of Education must contract with an independent assessor to conduct a statewide needs assessment of student services providers in Indiana public elementary, middle, and high schools, including charter schools.

Assessment must collect data on student services provider workforce status, roles and functions performed, time spent addressing student needs, unmet student needs, and recommended staffing ratios compared to national standards.

Assessor must examine 13 specific variables including credentialed staff-to-student ratios, provider credentials and titles, student behavioral and mental health needs, and services provided through educational, student assistance, and health programs.

Assessor shall collaborate with the Department of Education, Division of Mental Health and Addiction, State Department of Health, and consult with professional organizations representing school administrators, teachers, counselors, psychologists, and social workers.

Assessor must report findings to state agencies, the governor, and general assembly in electronic format by December 31, 2017; the chapter expires January 1, 2018.
