Recognizes Washburn's service as a United States House of Representatives member for two terms while still serving in the Army

Acknowledges Washburn's significant role in the exploration of Yellowstone National Park and his service as Vermillion County auditor and school teacher

Directs the Principal Clerk of the House of Representatives to transmit a copy of the resolution to the commissioner of the Indiana Department of Transportation
