House Concurrent Resolution recognizing Herb Higgins on his retirement from the Safe Harbor After-School Enrichment Program in Michigan City, LaPorte, and Porter counties.

Herb Higgins worked with Safe Harbor beginning in February 2001 and grew the program from serving 300 to 550 children, expanding offerings from dance, music, and art to include before-school programming, STEM education, horticulture, community service, and robotics.

Herb is recognized as the "dean of after-school" and "grandfather of after-school" throughout Indiana, helped establish the Indiana Afterschool Network, and previously served as startup director of Interventions, a 175-bed detoxification facility in Chicago's Englewood neighborhood.

Herb holds a degree in social services from Northeastern Illinois University and a master's degree in health science from Governors State University, and is retiring at age 66.

The Indiana General Assembly thanks Herb Higgins for his dedicated service to children in northern Indiana and wishes him happiness in retirement, with the House Principal Clerk directed to transmit a copy of the resolution to him and his family.
