Expresses opposition to the Trans-Pacific Partnership (TPP) and similar trade agreements that fail to restructure what the resolution characterizes as failed trade policies of the past 25 years.

Cites job losses attributed to NAFTA (700,000 jobs), China's WTO ascension (3.2 million jobs), and the US-Korea Free Trade Agreement (75,000 jobs), and notes US manufacturing employment dropped 5 million from 2000 to 2015.

Calls on elected officials to support new trade deals only if they include enforceable labor and environmental standards, exclude investor-to-state dispute settlement (ISDS) provisions, address currency manipulation, and protect state and local authority.

Criticizes ISDS provisions that allow foreign investors to challenge state and local laws in international tribunals, noting such challenges have already targeted building permits, environmental regulations, and state court decisions.

Directs the Principal Clerk of the House to transmit the resolution to each member of the Indiana Congressional delegation.
