Recognizes First Lieutenant Francis J. Miles for his bravery and courageous actions in service to his country during the Vietnam War.

Honors Miles' actions on March 16, 1969, when he engaged six enemy soldiers along a river while on patrol, firing the first shot and ultimately capturing one enemy combatant despite his rifle jamming and a grenade failing to detonate.

Acknowledges Miles' military decorations including the Bronze Star with "V" Device for valor, Purple Heart, Combat Infantryman Badge, Air Medal, Republic of Vietnam Campaign Ribbon, and Vietnam Service Medal.

Directs the Principal Clerk of the House of Representatives to transmit a copy of the resolution to the family of Francis J. Miles.
