Urges the Indiana legislative council to assign small business lending as a study topic to the appropriate study committee

Requires the study to evaluate small business lending practices in Indiana and identify best practices from financial lending institutions that facilitate small business lending and entrepreneurial growth

Directs the study to examine feasibility of establishing a loan loss reserve account fund to broaden access to financing for small businesses, identify the appropriate state agency to administer it, and determine fiscal impact to the state

Recommends including specific lay members on the study committee, including the Director of the Office of Small Business and Entrepreneurship, representatives from the Indiana Economic Development Corporation, Indiana Bankers Association, Indiana Chamber of Commerce, and the National Federation of Independent Businesses, plus representatives from Indiana small business development center regional offices
