Senate Bill No. 2 Summary

• Amends Indiana Code sections 22-9 and 31-9-2-20 to add sexual orientation, gender identity, veteran status, and ancestry to protected classes in civil rights law, joining existing protections for race, religion, color, sex, disability, and national origin.

• Expands the definition of "discriminatory practice" to explicitly include discrimination based on the newly protected classes in employment, housing, public accommodations, education, and credit transactions.

• Defines "sexual orientation" as actual or perceived bisexuality, heterosexuality, or homosexuality, and "gender identity" as a gender-related identity, appearance, expression, or behavior whether or not different from that traditionally associated with assigned sex at birth.

• Requires all state contracts, including franchises granted to public utilities, to include provisions prohibiting contractors and subcontractors from discriminating against employees or applicants based on the protected classes.

• Effective upon passage with an emergency declaration.
