Senate Enrolled Act No. 15 Summary

• Defines "food desert" as an underserved geographic area where affordable fresh and healthy foods are difficult to obtain, as determined by the state department.

• Urges the legislative council to assign a study committee to examine establishment of a food desert grant and loan program to assist new businesses, existing businesses, or any legal entity in offering fresh and unprocessed foods within food deserts.

• Requires the study committee to report its findings and recommendations to the legislative council in electronic format no later than November 1, 2016.

• Takes effect immediately upon passage and expires January 1, 2017.

• Declares an emergency for the act.
