Senate Enrolled Act No. 30 - Summary

• The Department of Insurance must develop and maintain a website with information about internal and external grievance procedures for accident and sickness insurance policies and health maintenance organization contracts, including a phone number for consumer inquiries.

• Insurers and health maintenance organizations must provide timely notice to insured individuals upon policy issuance, at each renewal, and with any claim denial, including grievance procedures, external review procedures, filing instructions, toll-free contact numbers, and the Department's website address.

• Insurers and health maintenance organizations must prominently display toll-free telephone numbers and addresses where grievances can be filed on all notices to covered individuals.

• Insurers and health maintenance organizations must file annual reports with the insurance commissioner by March 1 listing the total number of grievances, causes of grievances, and dispositions, with the commissioner making this data available to the public and preparing annual comparative analyses.

• The insurance commissioner must compile and analyze complaints regarding denials of coverage for investigational/experimental treatments or medically unnecessary treatments, and report any identified patterns to the legislative council in electronic format while removing personally identifiable information.
