Amends Indiana Code IC 3-9-1 to add mandatory disbandment requirements for candidate's committees that have been inactive for five years.

Creates new section 12.5 requiring a candidate's committee to disband if the individual it was formed to support has not been a candidate for any office during the previous five calendar years.

Requires the election commission or county election board to administratively dissolve committees meeting the five-year inactivity threshold, with notice provided by certified mail to the committee's chairman and treasurer.

Allows the commission or board to waive outstanding civil penalties against committees administratively dissolved under these provisions if further collection efforts would be wasteful or unjust.

Takes effect July 1, 2016.
