SB 165 Summary

• Repeals the original Healthy Indiana Plan (IC 12-15-44.2) effective July 1, 2016, consolidating it into the Healthy Indiana Plan 2.0 (IC 12-15-44.5).

• Establishes Healthy Indiana Plan 2.0 with eligibility expanded to include pregnant women, parents and caretaker relatives, young adults ages 19-20, and the adult group under federal Medicaid expansion (42 CFR 435.119).

• Requires plan participants to contribute at least 2% of annual household income per year (minimum $1/month) to a personal health care account with a $2,500 annual deductible; individuals below federal poverty level pay minimum 2% with state contributions to reach the deductible.

• Imposes penalties for nonpayment including benefit reductions or plan termination, and charges $8-$25 copayments for inappropriate emergency room use.

• Authorizes an incremental hospital assessment fee (effective July 1, 2016) to fund the state's share of plan costs and establishes provisions allowing plan termination if federal Medicaid funding percentages decline below specified thresholds.
