Exempts growers and manufacturers that process cannabidiol (CBD) from industrial hemp licensing prohibitions if they meet specified requirements and comply with state seed commissioner testing standards for purity, potency, and THC levels.

Requires CBD manufacturers and facilities to submit research plans, maintain sanitary conditions, ensure product security, affix test results on containers, and supply CBD only to registered physicians, patients, and caregivers.

Establishes a CBD registry administered by the state department of health for physicians (who must be board-certified neurologists affiliated with educational institutions), patients under age 18 with intractable epilepsy, and caregivers, with registration fees capped at $50 initial and $25 renewal.

Creates a separate pilot study registry for state educational institutions and physicians conducting research on CBD safety and efficacy for intractable epilepsy treatment, requiring state department certification that studies adhere to minimum scientific methods and protect patient safety.

Provides civil, criminal, and administrative immunity for registered physicians dispensing CBD, licensed growers supplying hemp, and manufacturers producing CBD; exempts registered patients and caregivers from criminal penalties for possession and use of CBD as approved by the registry.
