Defines "terrorist associated person" as someone named on the FBI's terrorist watch list or an illegal alien from a state occupied by designated terrorist organizations including ISIS, ISIL, Daesh, Al-Qaeda in the Arabian Peninsula, Boko Haram, or other State Department-designated Foreign Terrorist Organizations.

Criminalizes cellular phone communications or social media publications by a terrorist associated person as unlawful communication by a terrorist associated person, classified as a Level 4 felony.

Requires law enforcement agencies with probable cause to notify telecommunications providers or social media website owners of suspected violations and provide available identifying information within five days.

Mandates telecommunications providers and social media website owners block communications originating in Indiana from terrorist associated persons within five days of notification or face Class A infractions, with each day of non-compliance constituting a separate violation.

Provides civil immunity to telecommunications providers and social media website owners for good faith compliance efforts, except in cases of gross negligence or willful or wanton misconduct, and establishes a defense if the provider cannot specifically identify the person's user account.
