National guard members and veterans. Extends employment protections under the federal Uniformed Services Employment and Reemployment Rights Act and extends the rights, benefits, and protections under the Servicemembers Civil Relief Act to members of the national guard of another state during state sponsored activation. Expands the definition of "photographic identification" to include identification documents issued by the United States or a state or territory of the United States. Allows military discharge records to be released to a person in possession of photographic identification and: (1) a power of attorney; (2) a court order appointing a guardian; or (3) a court
