• Changes the Indiana Economic Development Corporation's small business division from mandatory to optional, allowing the corporation to "may" (instead of "shall") maintain the division while continuing to carry out small business duties.

• Authorizes the Office of Small Business and Entrepreneurship to maintain a toll-free telephone number and Internet web page to provide free public access to Indiana small business development center services.

• Replaces references to "director" with "corporation" throughout multiple Indiana Code sections governing tax credits, enterprise zones, and economic development programs, clarifying organizational structure and decision-making authority.

• Repeals IC 5-28-3-5 (transfer of small business development corporation) and IC 5-28-11 (local economic development organization grants program), consolidating economic development functions.

• Effective July 1, 2016; makes various conforming amendments to public records, executive session, and economic incentive reporting provisions across Indiana Code.
