Urges the Indiana Department of Transportation to rename the portion of U.S. 31 through Howard County as "The Haynes-Apperson Expressway"

Recognizes the industrial heritage of Kokomo and Howard County, particularly the automotive and specialty alloys industries that trace their roots to Elwood Haynes and the Apperson brothers

Acknowledges that Elwood Haynes settled in Kokomo in 1892 and partnered with Elmer and Edgar Apperson to develop the first mechanically successful gasoline-powered automobile in 1894 and form the Haynes-Apperson Company in 1898

Directs the Secretary of the Senate to transmit copies of the resolution to the Indiana Department of Transportation commissioner

Passed the Senate Committee on Homeland Security & Transportation with a 9-0 vote on February 16, 2016, and was adopted by voice vote on February 22, 2016
