Urges the Indiana Department of Transportation to dedicate a portion of U.S. Highway 31 near the Camp Atterbury entrance to General Martin Umbarger.

Recognizes General Umbarger's 45 years of service to the Indiana National Guard, including 11 years as adjutant general overseeing more than 15,800 personnel.

Notes General Umbarger's military education at the Indiana Military Academy, U.S. Command and General Staff College, and U.S. Army War College.

Acknowledges his role directing pre-mobilized training, deployment, and redeployment of Indiana Army and Air National Guard units supporting the Global War on Terrorism, and his service on the Secretary of the Army's Reserve Forces Policy Committee and Secretary of Defense's Reserve Forces Policy Board.

Directs the Secretary of the Senate to transmit a copy of the resolution to General Martin Umbarger and the Indiana Department of Transportation Commissioner, Brandye Hendrickson.
