Motor vehicle inspection and maintenance (I/M) programs in Lake and Porter Counties were established in 1984 under federal requirements due to non-attainment of ozone standards.

The I/M programs only apply to vehicles registered in Lake and Porter Counties, but cannot address emissions from vehicles passing through on Interstate Highways 80/90, 94, and 65, which are major sources of ground-level ozone in the region.

The EPA established a new, lower ozone standard of 70 parts per billion in October 2015, prompting a review of existing ozone control measures.

The Indiana Senate urges the Environmental Protection Agency to revise or eliminate the requirements under which the Lake and Porter Counties I/M programs are operated.

The Secretary of the Senate is directed to transmit a copy of the resolution to EPA Administrator Gina McCarthy and Susan Hedman, Administrator for EPA Region 5 in Chicago.
