The legislative council is urged to assign to an appropriate study committee the issue of why Indiana has the highest rate of black homicide victims in the country.

Indiana had 213 black homicide victims in 2014, or 34.15 victims per 100,000 people, according to a Violence Policy Center study using FBI data.

Indianapolis had the sixth-highest rate of black homicide victims in the country based on 2012 data, with the majority of homicide victims over several years being black.

Indianapolis experienced 144 killings in the year prior to this resolution, the most in the city's history, with a rising homicide rate since 2013.
