Attorney General must develop comprehensive, evidence-based, trauma-informed, and victim-centered guidelines for law enforcement sexual assault response policies by January 1, 2018.

Every law enforcement agency must adopt written sexual assault response policies consistent with the Attorney General's guidelines by July 1, 2018, including mandatory training requirements.

Law enforcement officers must complete a written report for any allegation, medical report, or witness observation of sexual assault or abuse, regardless of jurisdiction, and submit cross-jurisdiction reports within 24 hours.

Law enforcement agencies must take custody of sexual assault evidence within 5 days of medical examination completion and must submit evidence for testing upon victim authorization or when consent is not required, with a minimum 5-year secure storage requirement.

Victims must receive written information at first contact including medical preservation options, hospital locations, civil protection order procedures, and service agency referrals, with law enforcement prohibited from requiring victim interviews and forbidden from refusing to file reports.
