Establishes a voluntary yellow dot medical information program administered by the Indiana Bureau of Motor Vehicles to provide emergency medical services providers with critical health information and emergency contact details for motorists unable to communicate during accidents or medical emergencies.

Requires program participants to display a yellow dot decal on the lower right interior corner of the driver's side window and store a completed health information card (containing name, date of birth, medical conditions, allergies, medications, surgeries, and up to two emergency contacts) in a yellow envelope in the vehicle's glove compartment.

Authorizes emergency services providers to search only the glove compartment of vehicles displaying the yellow dot decal for medical information cards and prohibits searching for contraband or other vehicle locations, though contraband discovered may be reported to law enforcement if the provider was not conducting a criminal investigation.

Permits emergency services providers to use card information to identify participants, assess medical conditions affecting communication, contact emergency persons, evaluate medications and medical history, and share information with other providers for proper medical treatment.

Provides liability immunity for the Bureau of Motor Vehicles and emergency services providers for acts, errors, or omissions related to card information or storage, and shields providers from liability for inability to contact emergency contact persons if a good faith attempt was made.
