AI Summary

HB 1549 Summary

  • Allows townships to establish flood control districts or drainage districts by filing a resolution with their county legislative body, requiring township legislative body and executive concurrence.

  • Districts are established either when the county adopts an ordinance within 120 days or automatically if the county takes no action within 120 days and the township adopts a second resolution.

  • Creates township flood control boards and drainage boards composed of township legislative body members to oversee construction and maintenance of flood control or drainage works through issuing bonds and levying special benefit assessments on taxable parcels.

  • Authorizes boards to contract with other political subdivisions for project work and permits multiple special assessment districts within a single flood control or drainage district, with assessment rates proportional to property benefits received.

  • Requires cities or counties with multi-year capital improvement plans addressing the same flooding or drainage problems to disburse equivalent funds to township boards that filed their district establishment resolutions first.
