Establishes a voluntary Indiana fish and wildlife habitat conservation stamp to contribute to the conservation of habitats for various fish and wildlife in Indiana, effective July 1, 2017.

The Department of Natural Resources shall arrange for the stamp's design and selection through contest or other appropriate means and make it available for purchase through the online point of sale system, license agents, state parks, or the department.

The Natural Resources Commission may set a fee for each stamp between $10 and $30, with license agents authorized to charge an additional fee as determined by the department.

License agents must report quarterly to the department on stamps sold and unsold inventory, and remit all collected money minus their fee within 5 days of each quarter's close.

Revenue from stamp sales shall be split equally, with 50% deposited to the Indiana fish and wildlife account of the President Benjamin Harrison conservation trust fund and 50% to the nongame fund.
