Establishes a state board of naturopathic medicine consisting of 5 licensed naturopathic doctors and 2 consumer members appointed by the governor effective July 1, 2017.

Requires individuals to obtain a license from the board to practice naturopathic medicine after December 31, 2017, including holding a doctorate from an approved naturopathic medical program and passing a national or state competency examination.

Authorizes licensed naturopathic doctors to perform physical and laboratory examinations, order diagnostic imaging, dispense natural medicines (vitamins, botanicals, homeopathic remedies), perform hydrotherapy and physical medicine, and provide health counseling.

Prohibits unlicensed individuals from representing themselves as naturopathic doctors and restricts licensed practitioners from prescribing controlled substances, performing surgery beyond minor office procedures, and using titles reserved for other health professions unless licensed in those fields.

Establishes board authority to deny, suspend, or revoke licenses for violations including fraud, malpractice, sexual misconduct, and unprofessional conduct, with provisions for hearings and appeals.
