Commission on county jail standards. Creates the commission on jail standards (commission). Transfers, on July 1, 2019: (1) the powers and duties of the department of correction (department); and (2) the department's liabilities, records, property, appropriations, and employees; related to county jail standards and inspections to the commission. Requires the commission to do the following not later than July 1, 2019: (1) Adopt standards regarding the condition of county jails. (2) Conduct periodic jail inspections.
