Authorizes law enforcement officers and adult protective services unit members to take endangered adults into emergency custody when there is probable cause to believe the adult's physical or mental condition will be seriously impaired if not immediately taken into custody, no reasonable opportunity to obtain a court order exists, and other interventions would be inadequate.

Requires the office of the secretary of family and social services to locate, make available, and pay all expenses for emergency housing for endangered adults taken into emergency custody.

Mandates adult protective services unit members receive at least 12 hours of approved continuing education annually, with at least 6 hours focused on laws relating to endangered adults and adult protective services, and at least 6 hours focused on social work with emphasis on endangered adults.

Requires adult protective services units to maintain sufficient staffing levels to ensure caseloads do not exceed 12 active cases for initial assessments or 17 endangered adults for ongoing services per investigator.

Requires adult protective services units to provide body armor for investigators by December 31, 2017, and authorizes investigators to carry handguns while acting in their official capacity if they hold a handgun license or are exempt from the licensing requirement.
