Memorializes Deputy Carl Koontz of the Howard County Sheriff's Department, who was killed in the line of duty on March 20, 2016, at IU Health Methodist Hospital in Indianapolis.

Deputy Koontz was shot while serving arrest and search warrants for possession of a syringe in Russiaville alongside Sergeant Jordan Buckley.

Koontz was 26 years old with three years of service; he was born April 8, 1989, graduated from Western High School, earned a bachelor's degree in business finance from Indiana University at Kokomo, and completed Police Academy training in November 2013.

Koontz is survived by his wife, Kassie, and son, Noah; he was recognized as a kind and compassionate person devoted to Indiana's youth.

The Indiana General Assembly expresses its deepest appreciation for Deputy Koontz's service and transmits a copy of this resolution to his family.
