Urges the Environmental Protection Agency to revise or eliminate requirements for motor vehicle inspection and maintenance (I/M) programs in Lake and Porter Counties, which have been in effect since 1984 to reduce ground-level ozone.

Notes that I/M programs only apply to vehicles registered in Lake and Porter Counties and cannot address emissions from vehicles passing through on Interstate Highways 80/90, 94, and 65, which are major sources of ground-level ozone in the region.

References the EPA's October establishment of a new lower ozone standard of 70 parts per billion as an appropriate time to reassess current ozone control measures.

Suggests remote sensing technology as a potential alternative approach to identify high-emitting vehicles on highways.

Directs the House Principal Clerk to transmit a copy of the resolution to EPA Administrator Gina McCarthy and Susan Hedman, Administrator for EPA Region 5 Office in Chicago.
